Registration is tied to a particular record, not merely to a name. If the person moves from the county jail to IDOC, check whether the tracked record and source have changed. A fresh search may be needed to follow state custody.


Confirm Clinton County VINE Events

A VINE alert is fast notice, not final evidence. For a Clinton County Jail event, contact the Sheriff and jail. Ask whether the exit was community release, completion of a county sentence, transfer to IDOC, return to another county, or return to federal custody. Request the release or transfer date and time, authority or type, and receiving agency.

For an IDOC event, use the IDOC Individual in Custody Search. Someone still on parole or mandatory supervised release may remain visible. Mandatory supervised release, often shortened to MSR, is state supervision after prison. Final discharge is different: it ends the state sentence and can move the record out of the live public search.

Court events require a third path. The Clinton County Circuit Clerk holds official documents showing an order, disposition, or later change. The court record explains legal authority; the custodian's record shows whether and when the person physically left.

Important: Never treat a transfer alert as community release. Identify the receiving agency before drawing any conclusion about custody.


Clinton County VINELink Limits

VINELink is not the federal inmate locator. Clinton County Jail boards some U.S. Marshals Service detainees, so leaving the county building may simply return a person to federal control. When the last custodian is federal, use the U.S. Marshals or federal court chain for pretrial custody and the BOP Inmate Locator for a sentenced federal prisoner. BOP can display a past date and the status RELEASED, yet supervision or another jurisdiction may continue.

The ICE Online Detainee Locator is also separate. It is a current-detention tool, not a release archive. A county transfer to ICE would not be community release. No official current ICE detention agreement or ICE facility was found for Clinton County, so immigration custody should never be inferred merely because a person vanished from another system.

Data delay is another limit. VINE receives events from contributing systems; it does not create the jail, prison, or court record. A new release can arrive late, and an absent result does not establish release. Names, identifiers, and agency feeds can also change.

Limit: Confirm every release or transfer with the agency named in the alert. Use the alert for awareness and the source record for proof.

Clinton Release Paths After Alerts

The next check depends on what the alert says. A community release from Clinton County Jail may follow a pretrial order, completion of a county sentence, dismissal, or a probation sentence. A probation sentence ends the jail portion but starts or continues court supervision. County Probation has no public person lookup, so the court file is the better source for the order and term.

An IDOC transfer means state imprisonment began or continued. Search the state profile for the institution, status, admission and release information, sentence facts, and Projected Parole Date. If the profile later says parole or MSR, the person has left the prison building but remains supervised. If a known past IDOC subject has no live profile, request the archived admission, release-to-supervision, and final-discharge information through IDOC Record Search.

A return to another county or USMS is also continued custody. Clinton County Jail houses both groups. The county exit record should name the destination, while the receiving jurisdiction supplies the next status. VINELink may help follow a new contributing record, but it cannot merge several agencies into one final legal conclusion.
